Digital platform government should build an open source to reduce budget and increase service utility.

There is a lot of interest in the digital platform government, the core pledge of President Yoon Seok -yeol. The Digital Platform government is the concept of providing personalized personal services, which are organically connected to public sectors, and provides a quick and convenient national customized personal service.

In order to promote this, the Commission will establish a public -private joint committee and hold the minister -level chairman. To successfully build the digital platform government, digital new technologies such as artificial intelligence (AI), big data, and open source must be applied. In particular, open source is attracting attention from worldwide in terms of strengthening digital sovereignty, reuse and efficiency through technology neutrality. It is also applied to the current e -government with a long history. Europe and the United States, including the UK, are also spreading open sources to government systems.

GDNET Korea invited the industry -academic museum open source experts to hold a meeting on the theme of ‘Successful digital platform government using open source’. ▲ Kim Doo -hyun, Professor of Konkuk University (President of the Open Source SW Foundation): He is a professor of engineering at Konkuk University. He is also the chairman of the Open Source SW Foundation, which was established to spread open source. Korea has been conducting public SW exchange with the Chinese and Japanese governments since early 2000. He is participating as a private expert. In the meantime, it has been working on fostering public SW -related personnel and suggesting government policies.

▲ CEO Mi -ae VTW CEO: Our company mainly works for consulting and system integration (SI) in the public information market. We have consulted or built various government systems, including welfare systems. In the past 20 years, many public information systems have been built, and many open sources have been applied. In the meantime, when building a public sector system, I have used a lot of e -government frameworks, but as the framework is old, dysfunction is occurring. I want to talk about this.

The representative government system we built is ‘Government 24’. We also have a lot of open source in many government systems that have been built so far to achieve high efficiency.

Open source interest in the world is high. In order to spread the open source ecosystem, NIPA is working on developers, supporting companies and communities, and holding hackathons.

▲ CEO Baek -jun Choi: He has been doing business focusing on virtualization since 20 years ago. Regardless of the operating system (OS), he is supplying the DAAS solution to the public and the private sector that implements the desktop environment anytime, anywhere.

◆ Society: Before discussing the open source with the digital platform government, let’s take a look at the e -government and open source. An open source is also applied to the current e -government with a long history. Please tell us the current status of companies that have been in the e -government project for a long time. It is good to tell the difference between the e -government and the digital platform.

▲ CEO Mi -ae VTW CEO: The digital platform government is not yet clear, so there is a cautious part of talking about personal opinion. If you listen to the story, data central and multi -fate support seems to be the main keywords. It seems that the concept of the digital platform government is to apply new technologies such as AI to collect and use data and to create and distribute digital innovation services based on this. Today’s meeting wants to emphasize the platform rather than what the open source is. The e -government’s software (SW) distribution system must be modernized by the platform government. At this point, there is a point of contact with the open Sosa. It seems to be 15 years old, and when Java came out and the e -government was built on a webbase, the government created and distributed a framework for efficiency through common standards. At that time, many developers were not familiar with Java, and the e -government framework was very useful as most applications were developed as a webbase. Companies were able to acquire technology inexpensive and quickly. The problem is that this framework is too old. Over the past decade, companies and developers’ open source capabilities have also risen to a significant level. However, the state still offers e -government frameworks for many government projects, and the SW in this framework is not upgraded, so there is a happening that requires a lower feature.

Considering its role, the Digital Platform government wants to have a guideline (guideline) how to use SW. In particular, when it comes to open source, it is hoped that companies will be able to increase their open source capabilities, rather than hard approach (approach), such as a framework presentation. Each company has an open source capacity. There are various open sources here. The government would like to do this and inform the company and connect it to the company. Companies have this thirst. In addition, I would like to inform you of the case of open source evaluation or application. This will also help to build a digital platform government. It also helps to increase the company’s open source capabilities.

The problem is that I made it well, but I couldn’t raise it. It is stagnant now. The reason is that there are governance and policy problems. It’s important to be born, but it’s important to raise it, so it’s important to improve. Solideo Systems is a company that builds public systems and uses a lot of open source. Specifically, there is a system called ‘Government 24’ we built. There are more than 10,000 species of systems, and there is Midas among the solutions that link them, and ‘Midas’ is based on open source. In addition, we have electronically distributed documents created by national institutions last year and last year, and the API enters the electronic certificate issuing distribution system is open source. It is not a new solution, but an open source -based API is applied to the design. As such, there is a lot of open source in the current e -government.

The same is true of the next generation of construction administration projects we are currently implementing. It also uses open source. For example, for server container virtualization, it uses an open source called ‘Boccocking’, and the search engine uses an open source made by Naver called ‘Pin Point’ for resource monitoring such as APM. There are also difficulties. There are many difficulties using these open sources. There are many open sources, but when there are disability and errors, there are lack of experts who can solve them and prevent them in advance. You don’t have to worry about the security issue of open source. I’ve used a lot of open source, but hacking doesn’t happen because of open source. Never. I felt the e -government, but in the future, the service system will change to the people and consumers, but I think that open source should play a key role in this technically. “

▲ CEO of Tilon Choi: In the Non -face -to -face era, he is trying to replace the laptops used by more than 1 million public officials with a virtualization -based system. Open source also plays a big role here. The Digital Platform government is a concept that allows you to one -click on several ministries. One -click’s integrated UI service also requires open source. One of the technologies that form the foundation of the digital platform government is open source. Open source is also important in terms of OS dependency.

◆ Society: I am also curious about the government’s open source support policy

▲ Hanbok -mi NIPA Team Leader: It is supported all directions to spread the open source ecosystem. The big axis is supported by companies and developers, and also supports R & D. Most of the open sources made by private sectors go up to GitHub. However, there is a difficulty in the industry to use it. I don’t know what’s coming up. Large companies also ask to find out where open source is gathered. Therefore, we will open a platform that allows SMEs to know the open source and open source of large companies at a glance. Developers who work hard on open source activities seem to have a relatively better development ability than non -activeists. Rather than developing unveiled source code, it seems to be the reason for sharing it with many developers and revealing the source code naturally.

If you look at people who are working hard on open source activities, there are many more than intermediate developers. But open source activities are not difficult. It’s just a mindset. Mentoring and consulting are also supported for companies and developers to solve what looks high. In addition, the company is spreading public SW in various ways, such as holding festivals and holding competitions for developers and college students. It is also spreading an open OS project for the public. Since Microsoft announced its suspension of Windows technology, there is an open OS created by the government. Since last year, the central ministry has been promoting the pilot project to use open SOs, and recently, the pilot shopping has been expanded to be used in various public institutions and schools.

◆ Society: I am curious about overseas cases. What is the open source policy of other countries?

▲ Kwon Young -hwan, Ph.D. Britain, the United States and Europe. The UK has proposed an open source policy to promote the digital e -government called GOV.UK, and the United States has created an open source development guideline by creating a digital service station to promote digital government strategy. Europe has proposed an open source strategy as a digital strategy for public service innovation. The common feature of these three countries is that it introduced an open source policy to innovate public service and reduce budget. In particular, we strongly recommend technology neutral open source utilization and development to solve the technology or corporate dependency issues that can occur when we entrust the solution to the outside. In addition, open sources are being introduced to quickly develop services and systems and improve service satisfaction. First of all, the British case, GOV.UK, is the most distinctive feature of 23 ministerial ministries, 20 sloppy ministries, and over 400 public institution services into 1. The British government created a department called GDS (Government Digital Service) under the Prime Minister’s Office for strong governance for the spread of GOV.UK. Here, we developed common sectors for digital services and used them in other public institutions. In particular, the company provided a design template for single services, and also provided development guidelines and consulting services for each public institution. As a result, GDS was able to provide quickly integrated digital services, and GOV.UK in the UK ranked first in the UN e -government evaluation in 2016. This gives an important implications for the provision of integrated one -site service promoted by the new government in Korea.

In addition, the UK GDS provides open source utilization and open source development guidelines in the third clause of the SW development guide. The open source guidelines allowed the British government to improve service development and reduce budget through SW reuse. The United States focuses more on building digital services for multilateral cooperation and innovation. During the Obama administration, US digital services were created under the president’s budget management office to promote digital service innovation for the Korean people. The representative US digital service is ‘Healthcare.gov’. This multilateral cooperation reduced the service time by 70%and improved user satisfaction. In particular, the Budget Management Office, the top US digital service organization, introduced the introduction of SW solutions (federal source code followers) for the introduction of SW in 2016. According to this, the US federal public institutions are software required to build digital services. When developing, at least 20%recommended to develop as open source. The US government is pursuing public service innovation, budget reduction, and strengthening public cooperation. Since Europe consists of various countries, there is a policy difference from the United Kingdom and the United States. The EU recommends the development of digital services by European countries because it helps to strengthen European national competitiveness. In addition, the company introduced ‘Open Source Software Strategy’ in 2020 as a way to do this. The company introduced and developed open source to innovate public services, strengthen its compatibility between countries, and secure digital sovereignty. In particular, it is noticeable that it can innovate the government and public sectors by spreading the open source culture based on open and cooperation. According to the details, the introduction of open source when procurement is equally considered to be considered equally. In addition, with the development of SW, the company suggested the principle to activate the community to promote cooperation with the use of SW. With this open source policy, Europe has reduced budget, securing technology independence, and securing service compatibility, and emphasized the use and development of open source.

◆ Society: Lastly, let’s talk about why the open source should be applied to successfully implement the digital platform government.

▲ Professor Doo -Hyun Kim: Why should I apply open source to the digital platform government? Is this a trend? More specifically, there are four big things. First, it is related to sovereignty. If you keep using overseas commercial solutions, the entire government will dominate the ownership of overseas commercial solutions, and is influenced by any particular company or organization. We do not have true sovereignty. In this respect, anyone should build an open source that can see the contents of the code so that true sovereignty can be secured. The second is efficiency. In addition to the cost factors, new technologies are coming out of the day, and only the open source can be accepting these new technologies quickly, and the digital platform government itself becomes a new technology platform. Open source is also effective in terms of technology supply and demand. The third is transparency. Transparency is linked to competitiveness. Anyone can take the source code and be able to rip it to be transparent. The fourth is persistence. Open source is better in terms of sustainability.

▲ Team Leader Han Bok -mi: Everyone seems to agree that open source should be used to the digital platform government. It is important to note that it is called a platform, not e -government 4.0. Like the open source spirit, sharing data and technology and making anyone creating and disclosing the service will increase participation and more activated. Governance is also important. In order to integrate the data in each department and apply the latest technology to implement the value of participation, disclosure, and collaboration, a dedicated organization such as the UK GDS is needed. It is important to disclose, collaborate, and participate in the source code to create a sustainable and native environment of the platform. In addition, the digital platform government system will be a leverage that activates the related industry along with national benefits.

▲ Representative Jomiah: The use of open sources in the digital platform government should already be trend and used so that there is no need to discuss separate discussions. The way to go is clear, but we are going properly. The platform must have flexibility and openness. Even if the digital platform government is not centered, society is already a digital world and digital conversion speed is rapidly progressing. SW production is the same with open source. VTW has built a system that manages national data for the past five years. There are 13 kinds of data that the country must manage based on the resident ID card, which is based on 100% open source. The price was excellent. It was possible to secure stable high quality and significantly increased development productivity. Of course, using only open sources does not improve productivity. The key is how to support development based on open source. We did this as a platform. As a platform -based support for application development, development productivity has increased and quality is improved. To respond to SW demand, you need to use open source more actively. Companies need to create more platforms that use open source, and the state should encourage it. Since the code itself is open, there is no transparency and reusable barrier.

▲ Professor Kim Doo -hyun: I talked to the UK, but I want to put an organization like the OSPO (Open Source Software Program Office) directly under the president. This can be a common control tower. Just as each company has a quality management team, OSPO is a company that manages open source in charge. In Korea, only some large companies such as Samsung Electronics, LG Electronics, Kakao, Naver, and Hyundai have this organization. Successfully implementing the digital platform government seems to need this organization at the government level. When OSPO is made at the government level, its role is first, in which the digital platform government is in charge of implementing a original platform that allows all public services to use all public services with one and one access, and oversees the development methodology. Third, it creates a repository (depository) and plays the fourth personal information issue. In addition, if data and APIs are opened, very unique services will come out, the digital platform government itself will become a business platform. Not only the government innovation platform, but also the business platform for Korea’s IT industrial innovation. I hope OSPO also plays this role.

▲ Kim Jong -tae: From the standpoint of creating a government system with open source, I hope that people with open source ownership will be able to participate, whether it is a development, e -government business, or digital platform business. Why is that open source is presented, and I’m using it. Not so, I hope someone will play a role in communicating with the person who has developed the open source. Another thing is that the open source is free, so developers complain that it’s hard to be powered by upgrading open source and attaching new new technologies. I hope there will be greater support for open source developers, organizations and communities. If such a system comes out that can be eaten and live for a lifetime, the open source ecosystem will become more abundant.

▲ Team Leader Han Bok -mi: When you talk about open source, you will eventually have a lot of community revitalization and support. NIPA is also making a lot of efforts to support the community. In particular, this year, we have expanded community support items and support amounts, but government support is limited to communities with autonomous activities. In the end, we must go with the support of the company. Unfortunately, our country lacks this corporate culture. In the United States, companies support a lot. Google also contributes to the Apache Foundation and the Linux Foundation. Korea also needs a culture that contributes to the open source ecosystem. If a company contributes to its open source and sponsors the community, it is advantageous to improve the company’s image and attract the necessary open source developers. The reason Google contributes to the open source ecosystem is that there is a strategic technology lead, but

There is also a good recruitment of talent. Our companies must also have this experience and effort.

▲ Professor Kim Doo -hyun: I think that’s the right answer. Why don’t you make badges for such a culture? If a company sponsors, it gives a badge. It would be nice if there were two kinds of badges such as developer badges and corporate badges.

▲ Team Leader Han Bok -mi: In fact, badges were introduced in NASA, USA, and it was highly response among US developers. Open source was used in the Mars2020 project for the study of Mars, one of the space exploration programs, and NASA gave the ‘Mars 2020’ helicopter badge to the 12,000 contributors who did not know the fact that their code was used. did. For developers, honor is more important than money. I think it is necessary to find a lot of NASA cases.

▲ Representative of Jomi -ae: Even though there are many advantages of open sources, there are not many places to use the actual open source. Open source capabilities differ in different companies, and on average, Korea has poor SW capabilities. It is time to increase the capacity by giving a framework like an e -government framework. Encouragement is required to voluntarily use open source. Like the UK, forced regulations are needed. It is also necessary to use a few percent like the UK, and to be forced to do it, and to think about how the state will support to increase the capacity. Our company increased the use of open source, and the developer’s mind changed in the process. Developers wanted to be a country viewer, not a user. We use a lot of open source called Kafka, but there are still many ways to function, but there are developers who have overcome this. I hope you will make a lot of this presentation. I hope there are more programs that raise developers than money. The other is SW capacity. I have been working in this field for 40 years, and I still want to go out of the field and I want to try the best. There is no big difference in human competence that I encountered SW 30 or 40 years ago. From the point of view of how to produce SW, there are many parts of the open source to contribute, and if this is a central point, it is necessary to collect the support capabilities. Consumers offer the vision of producers, contributors, and contributors, and to develop SW capabilities, not the top down, but to create this culture. Comparing the e -government and the digital platform government, if the e -government drive for industrialization and standardization, the digital platform government should have a policy that can open, autonomy, collaboration, community, and to induce them.

▲ CEO Baek -jun Choi: Our company is also a commercial SW company, but now half of the development is open source. Unless it is open source, it is impossible to build (system) itself. If the platform is not possible, one -stop complaint service cannot be provided. The relationship between the digital platform government’s implementation and open source is inevitable, and open source support measures should be expanded. In addition, I would like to support developers as well as developers that supply open source. In particular, I hope that a center will be created to collect all the open sources created or generated by building the platform government. In the long run, it would be better if the source code part entered the college and high school. It is also necessary to leave an in -house executive or a member of the manager who is in charge of open source. Our company plans to do so.
